Hong Kong District Value Ranking: Calculated from Real Data

'Value for money' should not be a feeling. This article breaks living value into four measurable real indicators — rent burden, commute convenience, living space, development potential — standardises them across 18 districts, averages them equally, and produces a transparent 'living-value' ranking. The weights are our editorial choice and are stated openly; you can re-rank by your own priorities.

Hong Kong District Value Ranking: Calculated from Real Data

How we define 'value'

Transparent formula: standardise each district's four indicators to 0-100 (lower rent PSF scores higher, shorter commute scores higher, larger average area scores higher, higher development index scores higher), then equal-weight average into a value score.

We give each 25% because they represent 'affordable, reachable, comfortable, promising' and are not fully correlated. This is an editorial lens, not an official ranking; if commute matters more to you, raise its weight.

All inputs are the real verified district stats; the development index is planning-nature and return/potential are estimated or planned, labelled in text.

Top tier, read closely

The top few — Islands, Sai Kung, Yuen Long — share cheap-ish rent burden, larger average units, and decent commute and development potential. For budget-sensitive households wanting space, these are usually the first names on the shortlist.

But high value ≠ 'good at everything'. They may be weaker on experience dimensions like core-amenity density or famous school nets; the ranking only uses our four chosen indicators. Check other dimensions on each district page.

Why pricy districts still get grabbed

Island core and Kowloon urban rank lower because high rent/price drags the 'burden' score, yet they are strong on commute, amenities and healthcare access — all measured. For people working in the core who value time, the premium is justified.

So the ranking is not the only answer; it surfaces the hidden trade-off: how much rent are you willing to pay for how much commute and convenience?

New Territories dark horses

A few New Territories districts with high development index still show low rent and get lifted by the 'prospect' item. They suit long-horizon residents trading time for space and price gap; but planning completion has a cycle, so treat it as planning, not certainty.

Including them surfaces 'potential' in the comparison rather than only comparing current rent. Remember the development index is planning-nature.

How school nets affect value

School net is an invisible weight for many families. Hong Kong's Primary One school nets do not equal administrative districts; one district can span several nets, and units inside famous nets carry a premium.

So this ranking excludes school net from the four weights. If it matters to you, check the Hong Kong school-net guide and each district's net distribution, then cross-read with this value ranking.

Conclusion and tools

The value ranking gives a starting list, but the final call returns to your budget and commute. Use the rent affordability calculator to reverse from income, the saleable vs gross PSF tool for estate-level price gaps, and the district pages to verify full dimensions.

For a personalised ranking, a matching report takes your weights and re-ranks using 17 dimensions (including the data sources behind our four indicators).

FAQ

Is the value score an official ranking?

No. It is our editorial, equally weighted composite of four real indicators with an open formula; you can re-weight by your priorities. It is not official or investment advice.

Why only four dimensions?

For transparency and auditability. The four (rent, commute, space, development) all have clear district-level real stats; other dimensions (school net, healthcare, quietness) are on district pages and the 17-dimension article, avoiding a black box.

Is low rent PSF always high value?

Not necessarily. Value is 'convenience ÷ cost'; a low-rent district with very long commute or weak potential loses points. The ranking already counts these together.

Is development potential certain?

No. The development index is planning-nature (e.g. Northern Metropolis, new rail); completion has cycles and variables, labelled 'planning' in text as reference only.

Where do I see a district's full dimensions?

Each district has a landing page with verified stats and dimensions; also see the 17-objective-dimensions article explaining all dimensions and which are estimated.
