How this comparison is calculated
Transparency first: rent uses median rent PSF (HKD/usable ft), sale uses median sale PSF, commute uses the rail-based average minutes to the district's core CBD, and return uses gross rental yield (annual rent ÷ price, an estimated indicator).
The source is each district landing page's verified stats, backed by government open data (e.g. Rating and Valuation Department PSF and area, Transport Department rail commute) and public market data. If a district lacks enough samples, the page shows 'data being compiled' and we do not fill numbers.
One important caveat: these are regional medians for comparing district tiers; within a district, age, floor, view and tenancy status move individual units away from the median.

Hong Kong Island, Kowloon, New Territories: how far apart?
Grouping the 18 districts by island/Kowloon/New Territories, the rent tiers are clear: Island core (Central & Western, Wan Chai) leads on rent PSF; Kowloon urban (Yau Tsim Mong, Kowloon City) sits in the middle; several New Territories towns (Islands, Yuen Long, Tuen Mun) are cheapest.
But 'cheap' vs 'expensive' cannot be read from rent PSF alone. In the same table, the cheapest districts tend to have longer commutes and larger average units; the priciest have short commutes and dense amenities. We re-examine rent against commute and area below.
Expensive ≠ good value: spread rent across commute and area
Example: Central & Western has high rent PSF but ~10-odd minute commute to Central and relatively small units; some New Territories districts have far lower PSF but 40-50 minute commutes. Dividing monthly rent by usable area and by commute time saved shows the pricey districts are not necessarily poor value.
So rank your priorities first: if commute matters, don't compare rent PSF in isolation; if space matters, don't be put off by core-district small units. Our rent affordability calculator reverses the budget into where you can rent.
Cheapest and priciest districts
By median rent PSF, the priciest are usually Island core and adjacent commercial districts; the cheapest are outer New Territories new towns. The gap can exceed 100%, but roughly half of it is paid back in commute time.
Watch development potential (the page's 'development index'): a few New Territories districts are lifted by Northern Metropolis and new rail planning — currently cheap but future supply and transport may rewrite tiers. Planning is not certain, only a reference.
2026 watch: rental expectations in development areas
This year, districts with high planning upside (development index) still show low rent but are worth watching for long-horizon residents who trade time for space and price gap; planning completion has a cycle and short-term rents are still demand-supply driven.
For specific estate rents and transactions, use the district landing page or the rent affordability calculator; this article only does district-level cross-comparison and does not replace per-unit due diligence.
How to use this data to choose a district
Step 1: use the table to shortlist districts within your budget. Step 2: verify your commute with the commute time & cost calculator. Step 3: compare saleable vs gross PSF across estates in the same district.
If you are still deciding rent vs buy, this rent table is exactly the baseline to compare against a mortgage payment — the lower the rent, the more a purchase must amplify its cash-flow advantage to pay off.
